New York, where parents can consent for a Mohel to suck their baby's genitalia. The Board of Health values more a perceived religious ritual than the innocence and well-being of the children. Any other person doing the same thing at any other time would be guilty of sexual assault and aggravated assault. But since a several thousand years religion allows it, those who have the power to stop it just turn their heads the other way after collecting the signed permission.
Noteworthy is the role of Susan Blank, leader of the Task Force who recently released the new AAP Policy Statement on Circumcision. Now she has equally enraged the Orthodox Jews with her participation in this procedure as the activists who perceive her as too religiously biased to recognize circumcision of minors as a violation of human rights. The AAP in its Policy only "advised against" the practice of mouth-to-penis contact in some Jewish circumcisions instead of strongly condemning it as any decent and ethical medical organization should.
From Wikipedia: "The term sexual assault is used, in public discourse, as a generic term that is defined as any involuntary sexual act in which a person is threatened, coerced, or forced to engage against their will, or any sexual touching of a person who has not consented. This includes rape (such as forced vaginal, anal or oral penetration), inappropriate touching, forced kissing, child sexual abuse, or the torture of the victim in a sexual manner. "
